Thank you!, this is very interesting,
I understand some of these arms are territorial and ecclesiastic,
can you explain why the High Council of Nobility deals with them?

Well the council does this because they are the only body of state that deals with heraldry specific that of the nobility. When the kindom of the Netherlands was formed in 1815 the then king Willem I ordered every community etc to get a royal grant he delegated this to the HRvA making them the defacto heraldic authority in the Netherlands. The HRvA does not register arms of commoners only those of noble families, communities, provinces, waterboards and other bodies of a certain status. So you have the situation that arms of a diocese and basilica are granted but those of the bishops are not because they are the arms of a commoner.

btw if you replace the year in the url

you can get older annual reports with illustrations of arms.
